The Main Street Four Point Approach

I am trying to wrap my mind around effective means for Main Street Revitalization. How does one go about executing the steps necessary to develop a self-sustaining flourishing revitalization effort? I suppose my AmeriCorps*VISTA year of service will help me come closer to figuring this out. :-) I came across "The Main Street Four Point Approach" and "The Eight Principles" from the National Trust for Historic Preservation.
